Carolyn Hughes
Director of Equity, Civil Rights, and Title IX

Carolyn joined Baylor as a Title IX Investigator in October 2016. She transitioned to Deputy Title IX Coordinator in September 2018, and then Director of Equity, Civil Rights, and Title IX in December 2020. Her primary role as the Director is to provide oversight of investigations and the resolution of reports involving the Civil Rights Policy and the Sexual and Interpersonal Misconduct Policy. In addition to assisting the Associate Vice President wherever necessary, she assists in managing the day-to-day responsibilities of the office.
Prior to joining the Baylor family, Carolyn worked as a student services professional in higher education for over 12 years, with her last position being the Executive Director of Student Services at Regent University in Virginia Beach, Virginia. As part of that position, she oversaw the university’s Title IX Coordinator and strengthened university compliance with Title IX. Additionally, Carolyn has served as a Title IX coordinator, an investigator, and an adjudicator. Carolyn earned her Master of Science in Education with a concentration in Higher Education Administration from Old Dominion University in Norfolk, Virginia.
